Target is not a supported windows volume means that you do not have ShadowProtect installed on the OS you are trying to migrate.  You must have the product installed if you plan to use HIR.

But how did he get the image ?

Perhaps the image was taken using IT Edition (which is not installed), or within the booted CD recovery environment.

And why didn't restore from that IT disk ?(I don't remember but the boot cd of the server edition gives possibility of backup without warning that the software is not installed ?)

Yeah, the boot CD for both ShadowProtect Server Edition and ShadowProtect Desktop Edition will permit backup (within the booted CD environment) of any logical volume.  No warning is issued regarding the presence of installed ShadowProtect and whether that will limit a future restore to a different computer using HIR.

So to do a proper HIR, install SP Server Ed on the source server, then reboot into the SP CD environment and do a cold backup, then restore via the SP CD environment on the destination server choosing the HIR checkbox?

    Yes.

After installing the SP Server Edition you can create the backup while still logged in to the OS, or, by booting the server with the SP CD. That image can then be restored to another server using the SP recovery CD (using the HIR function).

The backup doesn't have to be made within the cold state (booted CD) environment.  The backup just has to capture the system volume AFTER ShadowProtect has been installed.
